Why Forbbiden jutsu is banned 

Forbidden jutsu are powerful techniques because they have the immense power to destroy everything in the surrounding area. All nations declare these jutsu forbidden because only shinobi who possess immense chakra reserves can perform them. If a normal shinobi, who does not have sufficient chakra, tries to use these jutsu, they can die from the strain on their chakra. Let’s explain this with Naruto’s Shadow Clone Jutsu.

Naruto Uzumaki’s favorite jutsu, the Shadow Clone Jutsu, is also forbidden. He possesses immense chakra reserves because of his Uzumaki clan abilities and the Nine-Tails Fox chakra. These reasons allow him to make thousands of shadow clones without any problem. When he makes clones, his chakra is distributed among each clone.
